The Resource Parent Recruiter is responsible for engaging in various marketing activities to generate leads for prospective resource parent/families. This person actively networks in the community, cultivates relationships, utilizes social media, cold outreach, artificial intelligence and other strategic means to recruit, educate, and support prospective foster parents who are committed to providing safe, nurturing homes for youth in care. Recruitment includes identifying potential families that wish to foster children through TVFS and subsequently transition them into the Home Study Process and through completion of RFA certification. The Recruiter will coordinate recruitment events and attend support group events to increase recruitment prospects. The position requires that the individual be knowledgeable of and follow the applicable laws and regulations of the resource family approval process and strategies on the recruitment of new families. The individual must have the ability to work effectively with others, manage personnel and program issues as they apply to the position. The Coordinator will also act as a recruiter introducing prospective resource families to the Agency through advertising, phone interviews, social media, and presentations to businesses, clubs, and community organization. This person will ensure the approval requirements set by Community Care Licensing and the agency are fully met.
The goal is to build a cohesive, communicative, knowledgeable group of long-term, dedicated resource families that can provide care and support to youth at any level of care needed. This individual will display understanding of Foster Care Administration, Title XXII regulations, and ensure compliance with DCFS contracts, Interim Licensing Standards (ILS) and Continuum of Care Reform Provisions. The Individual with have knowledge and experience with the child welfare system and understanding of the impact of trauma on this population. This position is a field/office-based position.
A Psychiatrist provides comprehensive psychiatric care for clients referred by therapists, including evaluation, diagnosis, and treatment of mental health and co-occurring substance use disorders. Prescribe and monitor medications, and long-acting injectables, ordering diagnostic tests, and manage medication-assisted treatment (MAT). Collaborates closely with therapists and multidisciplinary teams, participates in program meetings, and offers general consultation as well as support during crises. Coordinates hospital admissions and inpatient care when clinically indicated. Conducts field-based visits for clients unable or unwilling to attend clinic appointments. Ensures accurate documentation and compliance with Medical Board of California, Department of Mental Health (DMH) standards, HIPAA, and other regulatory requirements. Actively engages in case reviews, provides psychoeducation to clients and families, and supports quality improvement initiatives.

The TLS Case Manager reports to the Director of Housing Services or their designee. Carries a TLS caseload and provides services to homeless youth and young adults 18-24 years old. The TLS program is based on a housing first model, which supports homeless youth in gaining stability and permanent housing within the private rental market while working to ensure long-term stability for each participant. The Case Manager will provide ongoing outreach to landlords and community organizations regarding services provided by the TLS/TVFS program. The Case Manager will be familiar with the homeless services and fit seamlessly with other CES Program components. The Case Manager will provide services and execute service provisions based on the TLS Scope of Required Services (SRS) core components.
