YCES Regional Coordinator


POSITION DESCRIPTION: The Regional Coordinator for the Youth Coordinated Entry System (YCES) Lead is an outgoing individual responsible for all aspects of the implementation of CES for Youth ("Youth CES") in their designated SPA. YCES Lead is responsible for bringing key partners together to participate in Youth CES; facilitating regular Youth CES Care Coordination Meetings; identifying youth for housing resources as they become available; training staff on Youth CES policies and protocols; identifying and communicating barriers; and sharing lessons learned and progress reports to community stakeholders. Regional Coordinator encompasses the various coordination activities critical to the growth and successful operations of the Coordinated Entry System within a Service Planning Area (SPA). Activities include but are not limited to: System leadership and infrastructure support - supporting the coordination structures, including CES sub-regional leadership, leading Case Conferencing/Care Coordination and data collection to ensure client coordination and de-duplication of services, matching of housing resources, strategic prioritization of regional resources, and tracking system outcomes. Strong attendance and punctuality with deliverables are paramount for this position.

REQUIREMENTS & QUALIFICATIONS:

    • A bachelor's Degree, preferred from an accredited college or university, and an individual who exhibits the knowledge, skills, and abilities necessary to perform the duties of this position will be considered.
    • At least two (2) years of professional experience in a related field preferred.
    • Knowledge/Experience in assisting low-income individuals in accessing affordable housing.
    • Knowledge/Experience working with homeless individuals preferred.
    • Experienced facilitating CES, HMIS, meetings, collaborations, and resource dissemination.
    • Knowledge and experience with Transitional Age Youth, Shelters and shelter populations, the homeless population, substance abuse, and LGBTQ youth
    • Bilingual English/Spanish Strongly Preferred
    • CPR & First Aid Certified
    • Supervisory Experience a Plus
    • Clinical Experience a Plus

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Facilitate and attend community meetings related to the development and community awareness of CES in SPA 2, and the recruitment of new community partners to adopt and embrace the TAY CES model
  2. Assure an accessible and collaborative environment that promotes system integration and implementation, growing our YCES partners and stakeholders
  3. Work with the guidance and in collaboration with the Director of Housing Services to ensure the scope of required services is effectively implemented and the agency messaging is consistent with the agency's mission and strategic plan goals
  4. Attend conferences/trainings /workshops as needed
  5. Execute strategic plan for expansion of TAY CES in SPA 2, including recruitment of new partnerships and housing providers; a sustainability plan for CES beyond the funded timeframe; implementation of creative interventions that support the funder and agency scope of required services and KPIs
  6. The SPA-Level Youth Coordinated Entry System Lead oversees all aspects of CES for Youth ("Youth CES) implementation in their designated SPA.   7. YCES Lead role encompasses the various coordination activities critical to the growth and successful operations of the Coordinated Entry System within a Service Planning Area (SPA).   8. Ensure the implementation of policies and practices
  9. Attend the monthly Regional Coordination meeting
  10. Attend trainings created and/or hosted by LAHSA
  11. Represent the CES at relevant regional meetings related to homelessness
  12. Programs coordination and resource leveraging - ensuring that all CES-funded and other leveraged programs are functioning in alignment to create a seamless system of care for participants experiencing homelessness in Los Angeles County
  13. Partnerships - ensuring that existing partnerships are strengthened, and new partners are engaged, to increase participation in and resources for the system
  14. Work collaboratively with other CES systems, such as Individuals and Families, to ensure alignment and coordination of resources and services
  15. Work collaboratively with other entities serving the youth population, such as DMH, DHS, LACOE, DPSS, and P3, to ensure that youth are being identified, assessed, and served properly
  16. Build capacity as it relates to non-CoC funded services for homeless participants and expand the participation of privately funded and faith-based service providers and community stakeholders
  17. Education - as an extension of ever-growing partnerships, Regional Leadership supports the ongoing training and education of partners in the system. This includes information on accessing the system and new resources available within the system
  18. YCES Lead can also include other centralized regional functions and roles that benefit the entire region
  19. Strong facilitation and presentation skills
  20. Excellent verbal and written communication skills
  21. Knowledge of adolescent and young adult development and behavior
  22. Knowledge of trauma-informed care, harm reduction, and housing first principles
  23. Knowledge of program management, programmatic development of operational processes and protocols, and program evaluation
  24. Prior direct service experience with youth experiencing homelessness and housing instability
  25. Experience with inter-agency planning and service coordination, coalition-building, and advocacy
  26. Competent in Microsoft Excel, PowerPoint, and Word, and competent in data entry and working with spreadsheets
  27. Knowledge of the LA CoC HMIS platform (i.e., Clarity) and ability to work with diverse and multi-disciplinary teams
  28. Participates and assists with outreach events
  29. Regional YHDP assistance and lived-experience program development
  30. Attend regularly scheduled agency-wide meetings, community meetings, and other meetings as assigned
  31. Conduct all functions according to the Agency's guidelines, policies, and procedures
  32. Comply with applicable certification requirements and ethics
  33. Arrange work schedule or required hours to the benefit of the Department/Program with the approval of the immediate supervisor


    Job Type: Full-time

    Pay: $25.00 - $27.00 per hour
